Is ICC right in setting up a central fund for Cricket nations outside the big 3?

Big 3 are India, England and Australia and these cricket boards get the maximum revenue because they generate the maximum for ICC although India generates the biggest chunk. Other cricket playing nations always face problems so ICC with the help of big 3 will start a central fund for other cricket nations from 2025 to help them pay better to it's players and to compete with franchise Cricket.

I don't think there is any need to do anything like that but many boards are demanding more money like that from ICC so that they can have better facilities so I guess its ok
