Is it wrong for a lady to shoot her shot and ask a guy out?

In my country, they say, "shoot your shot", which means one should bolden up and tell the person that he or she has romantic feelings for about his or her feelings.

In my country, it is very difficult to see a lady walk up to a guy and express her love feelings to a guy. They won't do it regardless of how deep the lady's feeling for the guy is.

Is it wrong for a lady to ask a guy out? As a lady, can you ask a guy out? As a guy, how would you rate a lady that asks you out?

Personally I don't see anything wrong with this. If you like someone then go ahead and try your luck. Ladies of these generation today do not do this because they feel the guys would look at them as cheap or won't respect their feelings.
