Creating awareness in the community about the importance of workouts should be the first step. Then setting up group workouts I believe would also help, cause most people might not be motivated to do it themselves.
 
I agree, that group workouts foster a sense of community and belonging, allowing participants to connect with others who share similar health and fitness interests. This social aspect can make exercise more enjoyable and fulfilling, leading to long-term adherence to a regular workout routine.

Yes people shouldn't be judgmental to the rest of the team. By encouraging each other by members uplifting and motivating each other. Recognize and celebrating each other's achievements, no matter how big or small.

Rules could be bypassed at certain levels because a lot of rules let a lot of community users not join again for example.
