I wouldn't exactly classify captain America as the best leader, because in the first place he is not the strongest. While strength is not the ultimate factor in leadership, there are other characters out there who are stronger and possess better leadership qualities.

Though Captain America is not the strongest when it comes to power level, but being a leader is not always based brut strength. I think the leadership position fits him, his ability to make others naturally follow him is what makes him perfect for the role.
